The FIA has told F1 teams not to start to make inroads on 'pre-loaded' starts. The system is a way to simulate launch control, further improving the chance of a good start for the driver.
It is unclear whether Ferrari were planning on introducing the concept into their cars or if they were just preventing their rivals from making a leap on it. The FIA has been very clear recently that they would like the start procedure to be controlled solely by the driver to increase the excitement at the start of a Grand Prix.
Drivers used to be in talks with their engineer all the way to lights out to make sure they got off the line well before F1's governing body clamped down on the rules.
I think the only trick machinery Merc used was the suspension & the pressure systems they used for the tyres, mercs getaways were horrendous. I think Ferrari are definately hiding something for the new season
Another move by Ferrari to send the others on a wild goose chase. This is all well and good but if their own car isn't shaping well enough on merit none of this matters.

None, I think it was being planned to be used this year

No, some definitely used it last year. I believe Mercedes used it or something like it in 2016, but I cannot imagine they'd be alone on this.
