The weight limit for a Formula One car in 2017 has been raised by 6kg due to the switch to Pirelli's wider, fatter tyres. The FIA published the updated technical regulations last week and stated that all cars must weigh no more than 722kg over a Grand Prix weekend (without fuel).
However the rules failed to take into account the increased size in tyres, and therefore the FIA have moved to change the weight limit from 722kg to 728kg.

Both front tyres are reported to be over 1kg heavier than 2016, and the rear tyres just over 1.5kg heavier than last season. Rounding off to the nearest kilogram means the 6kg increase was added to regulations.
The tyres have been given praise by many fans as they have a retro look about them. They will be seen in action during the first pre-season test which kicks off on February 27.

I think the title is a bit misleading. THe 2016 cars did not weight 722 or more, these were the original regulations for this year (2017), which they now had to edit, since they had not taken tyre weight into the equation.
